The Parties to the United Nations Framework Convention on Climate Change (UNFCCC) agreed to establish a registry to record Nationally Appropriate Mitigation Actions (NAMAs) and to facilitate matching of finance, technology and capacity building support for their implementation. The registry is considered an essential tool to accelerate mitigation action in developing countries and support provided by developed countries. The goal of the project is to advance the design and implementation of the registry by providing public analytical support which aims to feed into UNFCCC processes.

Nationally appropriate mitigation actions seeking international support and will be recorded in a registry along with relevant technology, finance and capacity building support. Those actions supported will be added to the list in Appendix II. These supported nationally appropriate mitigation actions will be subject to international measurement, reporting and verification in accordance with guidelines adopted by the Conference of the Parties. The present project is developed jointly by DIW Econ (German Institute for Economic Research) and CAREC (Regional Environmental Centre for Central Asia) in response to the interest expressed by the countries of Central Asia. Throughout the project preparation, all activities have been agreed with the key counterparts of the project, including Ministries and National Agencies, and other stakeholders of participating project countries.  Moreover, the project also envisages a number of activities and consultations for business and local administration at the different levels of policy-making process.

The project aims to support Central Asian countries in developing a comprehensive policy framework for mitigating climate change and moving towards a low carbon, climate-friendly development path. In order to achieve this complex goal, the project pursues an integrated approach.

●              For each of the non-Annex 1 countries in Central Asia (Uzbekistan, Kyrgyzstan and Tajikistan) one NAMA will be developed, which should be approved by the respective government and should be presented to potential donors for financing. For Kazakhstan a Green Growth strategy including a set of Marginal Abatement Cost (MAC) curves will be developed. The approach envisages close cooperation with national governments, other relevant stakeholders and local experts.

●              Tool kits (blue prints) for model-type concrete program approaches will be elaborated for sectors most relevant in the target countries to accomplish a climate friendly development.

●              The relevant regional networks will be strengthened through capacity building, training and the transfer of respective technologies.

The main outputs of the project are:

  • One NAMA Concept for each of the non-Annex 1 countries in Central Asia (Uzbekistan, Kyrgyzstan and Tajikistan) is developed and approved by the respective government; NAMA Concept is presented to potential donors for financing.
  • Tool kits (blue prints) for model-type concrete program approaches are elaborated for sectors most relevant in the target countries to accomplish a climate friendly development.
  • The relevant regional networks are strengthened through capacity building, training and the transfer of respective technologies.
